Accreditation & Professional Services Division

This office is responsible for development, update and review of all departmental policies for compliance with the CALEA’s 444 standards. Additionally, the unit is responsible for planning initiatives and special projects as required by the Chief of Police and the Director of Finance & Administration.

The accreditation process is administered by the Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA). The commission was established in 1979 by the International Association of Chiefs of Police, the National Sheriff’s Association, the National Organization of Black Law Enforcement Executives and the Police Executive Research Forum. The purpose of the commission is to establish professional standards for law enforcement agencies and encourage voluntary compliance with those standards.

In October 1997, Chief of Police Jimmie L. Dotson appointed the department’s first accreditation manager to initiate and oversee the process. It initially requires a top to bottom review and update of all policy for compliance with CALEA’s four hundred and thirty-nine (439) standards. The standards will effect all administrative, operational and personnel issues and seek to establish reasonable, fair and non-discriminatory policies for the department.

A “mock” assessment was conducted in June 2000 in order to identify any deficiencies in meeting the CALEA standards. The Chattanooga Police Department had its on-site assessment by CALEA assessors in December of 2000. The inspection team concluded that “the Chattanooga Police Department has met all applicable standards to become nationally accredited.” The team will recommend to the CALEA Board that it officially award accreditation to the CPD when the Board meets in March,2001.

At a gala banquet held in the John Koury Convention Center in Greensboro, NC, the Chattanooga Police Department was among sixty-two departments recognized by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) for having attained the highest professional achievement available for a police agency.

Culminating a three-year effort, which involved a top to bottom review of all policy and procedures within the agency, the Chattanooga Police Department underwent a rigorous inspection by CALEA assessors in December 2000. As a result of their four-day review, and a hearing before a committee of Commissioners, the police department was found to be in compliance with 98% of all standards applicable to an agency of similar size. The result was the award of full accreditation by the Commission on March 24, 2001.

This award places the Chattanooga Police Department among the top three per-cent of all law enforcement agencies in the country. Only six hundred departments out of sixteen thousand in the nation have received this recognition.

Chief of Police Jimmie L. Dotson, who appeared before the Commission’s review committee on Saturday said, “This achievement by the men and women of the Chattanooga Police Department is but the first step in our continuing effort to make our agency the premier police department in the country.”
